  • How to become an awarding body

Who can become an awarding body

An awarding body can be any entity conducting business activities that does not have tax arrears and can prove that it has the appropriate organisational conditions and personnel to perform validation in accordance with the requirements specified in the description of the qualification.

How to become an awarding body, i.e. the authorisation process

An interested entity submits an application to award certificates for a given market qualification through the Integrated Qualifications Register. The completed application includes information about the entity, a declaration on the absence of tax and social benefits arrears, as well as information on meeting the organisational and personnel requirements of the validation process.

A one-time fee of 10,000 PLN must be paid when submitting the application. This fee is 5,000 PLN for entities submitting an application to become an awarding body for a specific qualification (which they themselves submit) together with an application to include said qualification in the IQS.

The submitted application is then assessed by the relevant minister. If the result of the assessment is positive, the minister grants the applicant the authorisation to award the qualification by means of an administrative decision.

  • How to submit a qualification to the system

How to submit a market qualification for inclusion in the system

An interested party submits an electronic application containing a detailed description of the qualification through the portal of the Integrated Qualification Register. After verifying that the formal requirements have been fulfilled, the application is forwarded to the relevant minister for the given qualification. The minister has four months to consider the application. Pursuant to the Act, however, this period may be extended once for a further four months.

The relevant minister for the qualifications and the experts and specialists issuing opinions on the submitted qualification are required to work closely with the applicant at all stages of processing the application.

After receiving the application, the minister is responsible for:

    1. Holding consultations with interested communities on the application
The relevant minister posts an announcement on the IQS portal on initiating consultations with the sectoral community and solicits opinions.
    2. Securing the opinions of specialists
After the consultations, the relevant minister asks specialists for an opinion on the socio-economic need for including the proposed qualification in the IQS. On the basis of these opinions, the minister decides on the merits of processing the application further.
    3. Assessing the application
The final assessment of the application is made by the relevant minister, who takes into account:

      • the assessment of the learning outcomes required for the given qualification in relation to the tasks that a persons with such a qualification will undertake, as well as the assessment of the validation requirements,
      • the usefulness of including the qualification in the IQS, understood as its responsiveness in meeting social needs, the demand in the labour market and the expectations of employers,
      • the adaptation of the qualification’s requirements to objective circumstances and the ability to achieve the learning outcomes in a foreseeable amount of time,
      • the similarity of the qualification to others already included in the IQS.
    4. Assigning a Polish Qualifications Framework (PQF) level
The relevant minister appoints a team of experts who compare the learning outcomes required for the qualification with the PQF level descriptors and presents the minister with a binding recommendation on the assigned PQF level. The recommendation also includes a corrected description of the required learning outcomes, which was agreed to by the applicant. The relevant minister sends the recommendation of the experts to the IQS Stakeholders Council. If their opinion is positive, the minister assigns the determined PQF level to the qualification. Otherwise, the team of experts will again have to work out a recommendation for a level, which is sent to the Council. This recommendation is final.
    5. Preparing the announcement on the inclusion of the qualification in the IQS
The announcement is published in Monitor Polski – the official gazette of the Republic of Poland. The market qualification is considered to be included in IQS as of the date of this announcement.

Note: The market qualification included in the IQS is deemed to have the status of a qualification functioning in IQS only when the minister selects the external quality assurance entity (EQAE) assigned to at least one awarding body (AB) authorised to award the qualification.

  • How To Describe A Market Qualification

How To Describe A Market Qualification

    What is a market qualification

A market qualification is a set of learning outcomes, i.e. the knowledge, skills and social competences acquired in any way, then assessed through independent examinations and formally confirmed with a certificate issued by an authorised awarding body. The knowledge, skills and social competences can be acquired at school or in higher education, as well as through various types of courses and training, and even through informal learning, e.g. they are learned in a job or independently on-line via the Internet.

The minister responsible for the field of the economy represented by the qualification – the relevant minister – decides on its inclusion in the system after an application is submitted by representatives of the sector or industry.

How to describe a market qualification

Before a qualification is included in the Integrated Qualifications System, it must first be described in detail. Then an application is submitted to the Integrated Qualifications Register, where it is evaluated by the sectoral community and specialists. Each qualification should also be assigned a Polish Qualification Framework level.

The way a qualification should be described is defined in art. 15 of the IQS Act. Accordingly, each application for the inclusion of a market qualification to the system must contain a precise description, including, but not limited to: the required learning outcomes, the groups potentially interested in attaining it, the requirements for validation and the entities performing validation, the ways the qualification can be used in the labour market, and an indication of the demand for this qualification.

The description of a market qualification is a valuable source of information for:

    • people planning their personal development and career path,
    • employers searching for people with the appropriate competences and are interested in undertaking activities to develop their employees,
    • entities interested in awarding (certifying) market qualifications,
    • education and vocational counsellors, school pedagogues and parents, teachers responsible for developing education programmes.

The Educational Research Institute can assist you in the process of describing market qualifications.

Where can they get the right specialists, however, if there is a competence gap in the market? How can a company securely plan its development, so that after having made the investment, it does not lack the professionals who can guarantee the success of its plans?

    A Company-friendly System

The IQS can provide entrepreneurs with a selection of tools for assessing the competences of job candidates seeking work in their company, make it easier to select appropriate training for their employees and potentially increase their competitiveness in calls for tenders from abroad.

However, this is not all: by becoming involved in the development of the system, entrepreneurs can have a real impact on its shape, creating, among others, effective recruitment standards that they will be able to use themselves, as well as initiating a discussion within a given industry about its needs.

How to become involved in the process of developing the system?

You can get involved in developing the system by:

    • Describing specific qualifications closely tailored to the needs of your industry and the market and submitting them to the IQS.
    • Participating in consultations in your industry, during which the sector is informed about the start of work on a given qualification and can provide its opinions on this.
    • Acting as a specialist or expert to provide opinions, define occupational qualifications and develop the scheme to assure the quality of the qualifications in a given economic sector.
    • Working on a Sectoral Qualifications Framework that further details the entries of the Polish Qualifications Framework by taking into account the specificity of a given industry and helps to identify competence gaps

  • Integrated Qualifications System (IQS)

    Integrated Qualifications System (IQS)

It is a system aimed at increasing the level of human capital in Poland, enabling you to confirm your own skills or those of your employees in the Polish and foreign labour markets.

Thanks to the introduction of the system:
• everyone can seek to have their competences confirmed, regardless of how they were obtained
• the way qualifications are awarded is scrupulously monitored by government ministers
• employers can more easily determine the value of a potential employee, and employees can present their competences in a reliable way The Act on the Integrated Qualifications System came into force on January 15, 2016. The legal act sets the basic framework for the new functioning of qualifications in Poland.

    Lifelong learning

The Integrated Qualifications System is an important tool of lifelong learning policy, implemented in accordance with the strategy of the Polish government and the European Union. The idea of lifelong learning is based on the belief that even after the completion of formal education, it is necessary to continue learning and to improve one’s qualifications.

    Why was the IQS developed?

Dynamic changes in the Polish labour market require greater flexibility of both employees and employers – the readiness to take on new challenges and the ability to adapt to new market conditions. In order to avoid professional stagnation or even exclusion from the labour market, employees need to continually gain new skills, while employers need to seek job candidates with a specific set of competences as well as continually improve the skills of their staff.

The Integrated Qualifications System offers the possibility to have of knowledge and skills acquired through self-study formally confirmed and provides universal access to a structured list of available market qualifications that are clearly defined. The full list of qualifications can be found in a public database – the Integrated Qualifications Register. Well-described qualifications will tell you which knowledge and skills a person must have if they want to prove their competence in a particular field, or what an employer can expect from a candidate for a particular position.

The experience of other European countries shows that with the introduction of a system organising the qualifications market, the number of people interested in formally confirming and improving their competences increases. Everyone will benefit from this: employees themselves, both at home and abroad, employers and industry organisations.

SQFs (Sectoral Qualifications Frameworks) are a further elaboration of the Polish Qualifications Framework „translated” into the language of a specific sector or industry. They are intended to help identify and fill competence gaps. Developing SQFs serves as an integrating role for the wide range of stakeholders associated with a given industry. They contribute to the objectives of promoting lifelong learning and increasing the employability, mobility and social inclusion of workers and learners.

SQFs are developed with the active support of IBE experts who are working on the development of the Integrated Qualifications System in Poland. So far, 17 SQFs have been developed and translated into English, more are in the pipeline. They can be used to help in referencing to the European Qualifications Framework and to help individual countries in their work on qualifications frameworks.
