Qualifications in the fashion industry. You are invited to a seminar!

During the seminar, experts from the Educational Research Institute will present the tools designed to support the fashion sector. They will show how the Sectoral Qualifications Framework for the fashion industry can be used in the areas of employee recruitment, qualifications management or the identification of competency gaps, as well as discuss the benefits of describing market qualifications and including them in the IQS. A discussion panel is also planned, during which key representatives of the sector will share their opinions on the future of the industry in the context of its human resource development.

The seminar is addressed to all representatives of the fashion industry: employers, employees, representatives of industry organisations, trade unions and training companies, as well as representatives of the central administration, local governments and all those interested in this subject.

The seminar will be held on June 4, 2019, between 09:30 and 15:15 at Hotel Focus, ul. Łąkowa 23/25 in Łódź. Participation in the seminar is free, and participants from outside of Łódź can have their travel costs reimbursed. You are cordially invited to attend!

2019 is the year of the public debate about the IQS

This conference inaugurated a series of ten meetings that will take place throughout 2019. The meetings will be an excellent opportunity to summarise and reflect on the activities undertaken in the context of developing and implementing the IQS and those planned in the coming years. We will keep you informed about the dates of the next meetings.

  • What is the IQS?

    What is the IQS?

On January 15, 2016, the Act on the Integrated Qualifications System came into force. The solutions introduced by the Integrated Qualifications System are a response to changes in the labour market and the economy. As the experiences of other European countries show, introducing a system based on a qualifications framework increases the number of people interested in having their competences formally recognised, as well as in improving their qualifications. Everyone will benefit from this: employees – people working in the country as well as abroad, employers, trade unions, as well as various industry organisations.

The dynamic changes in the Polish labour market mean that both employees and employers have to be increasingly flexible. Therefore, to avoid professional stagnation or even exclusion from the labour market, employees must attain new qualifications, and employers – seek candidates with specific sets of competences.

Qualifications, however, are not just a school certificate or a master’s degree. We acquire knowledge, skills and social competences in various places: at schools and universities, but also in the workplace, from courses provided by various training companies, or by learning at home. This means that we very often have the competences being sought after in the labour market, but we cannot officially confirm this to an employer.

In such cases, the Integrated Qualifications System can help, a systemic solution offering the opportunity to formally verify skills and knowledge acquired through self-learning and provide universal access to an ordered list of qualifications in the market with their clearly defined descriptions. The full list of qualifications functioning within the IQS is available in a public database – the Integrated Qualifications Register. Well-described qualifications provide information on the scope of knowledge and skills persons must have if they want to confirm their competences, or what employers can expect from job candidates in their company.

What Do You Gains As An Employer?

The Integrated Qualifications System is being developed in response to the specific needs of the labour market and is intended to bring many benefits to both employees and employers.

    TANGIBLE BENEFITS FOR EMPLOYEES:

Facilitates the ability to prove your skills with the help of attested certificates having the universally recognised Polish Qualifications Framework level trademark

Increases the credibility of the certificates and credentials you have, which can simplify recruitment by potential employers and make it easier to find a job

Presents your qualifications in an understandable and easily verifiable way to potential employers from abroad – for example, in EU countries

Significantly supports career planning and professional development, as well as a potential change of profession or sector

Provides the opportunity to formally confirm knowledge, skills and social competences acquired through self-learning, for example, at home or via the Internet

  • How To Attain A Qualification

This allows us to more easily verify our experiences and skills to confirm our competences and be awarded a recognised certificate with the PQF level trademark, instead of signing up for a training programme of unknown quality or attending a course just to receive a “piece of paper”.

    Validation

Validation is a process that assesses whether a person applying to have a given qualification awarded has the appropriate knowledge, skills and social competences for that qualification. Being awarded a certificate confirming the attainment of a market qualification listed in the IQS is reliable proof for potential employers that a candidate for a job position in their company actually knows and is able to do what is expected of him/her. Importantly, the approach to the process of assessing competences and awarding certificates does not have to be preceded by the completion of a specific course or training by the candidate. Persons who have learned everything by themselves, e.g. at home via the Internet, can also undergo validation.

    How does it work?

The awarding body (AB) authorised to award a given qualification is responsible for organising the validation process for that qualification. Certain general requirements for candidates applying to have the qualification awarded are included in the description of the qualification, which is in the public database of all qualifications entered into the Integrated Qualifications System, known as the Integrated Qualifications Register (IQR). However, the way a specific validation process is conducted depends on the awarding body organising it. Each AB must provide information on validation to the public on its website.

Reminder: The awarding body is an entity with the authority to award specific market qualifications included in the IQS, i.e. to issue certificates formally confirming the attainment of a qualification.

Validation is not a typical examination, which is reflected by the age of the people who can benefit most from it and who most often undergo this process. Adults with professional experience generally undergo validation, not usually young people. Therefore, validation not only uses conventional methods to assess knowledge, but also more innovative ones that are easily adapted to the needs of adults. Validation assesses skills in practice to a much greater extent.

  • The PQF Level On Certificates And Diplomas

The PQF Level On Certificates And Diplomas

The Polish Qualifications Framework level trademark printed on diplomas and certificates allows a person to determine specifically what the holder can do, and is a commonly accepted symbol of quality.

As of 2017, all Polish higher education diplomas and school certificates have the Polish Qualifications Framework level trademark.

A certificate with the PQF level trademark is a symbol of quality in Poland and abroad!

    D

If a given qualification is among those included in the IQS, the diploma or certificate confirming that it has been awarded is reliable and widely recognised proof of what the holder actually knows and is able to do. This is a useful way of confirming competences, both for jobseekers or employees seeking promotion, and for employers recruiting workers.

Other European Union countries also have their own qualifications frameworks, and in 2008, the European Qualifications Framework (EQF) was established, allowing the national qualifications framework levels of various Member States to be compared. Having a diploma or certificate with a PQF level trademark allows employees to prove the level of their skills to foreign employers. It also makes it easier for companies to prove to a contractor in another EU country that they have employees with the appropriate skills to undertake a given contract.

  • Qualifications Registers in selected European Union Countries

Qualifications Registers in selected European Union Countries

This new approach to the acquisition of knowledge and experience requires changes in the whole sphere of qualifications – crucial from the point of view of the economy. The modernisation of the qualifications system in Poland results from the needs of the national labour market and education system and is in line with the European Union policy for lifelong learning.

In order to support lifelong learning, the Integrated Qualifications System has been implemented in Poland since 2016.
The aim of the system is to assure the quality of the awarded qualifications, regardless of how the skills corresponding to those qualifications were acquired.

All the qualifications included in the Integrated Qualification System are entered into the Integrated Qualifications Register (IQR). This means that they meet the required quality assurance standards and are correctly described. IQR is a database of qualifications that can be used by all interested parties.
