Using Natural Language Processing in the Field of Occupations, Qualifications and Skills

The seminar was organised to discuss the progress, needs and opportunities relating to using text processing algorithms for developing analytics and applications for lifelong learning.

The seminar began with context presentations, giving all participants the opportunity to learn about the European Commission’s plans for ESCO development, the applications and tools developed in the Polish Qualifications Register project and to gain a general overview of the research conducted in the field of qualifications and occupations.

The time set aside for discussions was used to its fullest. The presentation of Textkernel by Bauke Visser spurred numerous questions about the representation of skills, data mining, curating the skills dataset as well as fuelled considerations on developing empirical-based taxonomies for skills and knowledge. The discussion ended with tests of the 3D visualisation of Skills Explorer using goggles.

The case of the relatedness of qualifications in the Polish register, represented inter alia by dendrograms and a relational database (Neo4j) was also widely discussed. After-lunch table discussions touched on potential opportunities, but also on the quality and representativeness of available data, which can be matched with qualifications – learning materials (video, text), descriptions of occupations, etc.

The meeting concluded with declarations of interest in follow-up meetings, with an equal amount of time to be reserved for individual and group interactions.

The leading topic of the conference will be changes in the labour market from the perspective of competences and access to them, as well as their impact on the main participants in the market, i.e. employers and employees. Together with conference participants, the organisers will try to answer some important questions:

    Become the „Employer of Tomorrow”!

This is the fifth edition of the „Employer of Tomorrow” competition, organised by the Polish Agency for Enterprise Development (PARP). In recent years, its laureates included, among others, KGHM Polska Miedź, Krajowy Rejestr Długów and Comarch.

This year’s competition aims to highlight entrepreneurs who are raising the qualifications of their employees by cooperating with various educational institutions. The organisers invite all those who are interested in participating in the competition – micro, small, medium and large enterprises – to present their success stories in business-education cooperation.

During the competition, organisations will be selected that will be responsible for the selection of Sector Skills Councils, bottom-up initiatives enabling entrepreneurs to influence educational services – that is, „what” is taught and „how” it is taught in Polish schools, colleges and training institutions. There are currently seven such councils for the sectors of: construction, IT, finance, tourism, healthcare and social assistance, fashion and innovative textiles, and the automotive industry.

  • Research on student preferences in the labour market

Research on student preferences in the labour market

At the beginning of August, a report was published on a study conducted by students from Silesia on the labour market in the Upper Silesian-Zagłębie metropolitan area. The Educational Research Institute was a research partner in this study, which included a statement by one of IBE’s regional advisors on the Integrated Qualifications System (IQS).

The study was conducted by a team of students as part of Junior Enterprise, a non-profit organisation managed by students and offering consulting services to companies. The initiative was under the patronage of IBE, which supported the organisers primarily in terms of methodological consulting on the content of the study questions. The study was conducted as a survey and its purpose was to examine the preferences of students in the Silesian and Zagłębie labour market, and to communicate this to employers. The study organisers are aiming for their report to be an important contribution to the trend of ever-broader cooperation between business and the scientific community. One of the questions in the study refers to the Integrated Qualifications System and the concept of lifelong learning. The report itself has a statement by IBE regional advisor Artur Wieczorek on the subject of the IQS.
